Problems and Proposals is the tool by which to collect constructive proposals that meet at least a problem previously reported by others or by the same participant. Problems are related to a topic and are subject to evaluation by the participants through an affirmative or negative vote. If they refer to a specific location they can be diplayed on a map.

Proposals are linked to one or more problems and can be authored by a participant or a group, on its own behalf or on behalf of an organization, institution, association, committee, etc.. It is also possible to add a map of the location to which they refer, upon which to draw lines or areas to complete the content.
With regard to a proposal already published, you can:

• become a supporter appearing on the list of those who share and support it;
• give a vote of agreement or disagreement;
• send a message containing an argument for or against.
